Office Occupancy Cost Allocation Model

Why the tiers matter
The client suite on the top floor serves the whole business. Charging it only to the two departments that happen to occupy that floor is not defensible, and they will say so in the meeting. Single-tier models systematically overcharge whichever floor hosts the shared amenity.
The same applies in reverse to circulation: the corridor on Level 3 serves Level 3, and spreading it across the building would undercharge the floor that uses it.
Every non-departmental area therefore states the level it is shared at, and is grossed up to the departments at that level — which is how the enterprise systems do it, and why their output survives a challenge.
